Preface

It is well-known that telemetry collection was designed and incorporated into Windows operating system since the release of Windows 8 in 2012 with its tight integration with online services and user identity management with a Microsoft account. Subsequent versions of Windows roll out increasingly comprehensive and detailed user and device profiling.

Privacy-conscious users who were still on Windows 7 made a decision not to adopt the newer Windows 8 and 10; they tried to delay the switchover. Seeing that users were procrastinating and against adopting Windows 8 and 10, Microsoft decided to push telemetry collection to Windows 7 users in 2015. This came as a series of Windows updates. Any Windows 7 users with Windows automatic updates turned on would have received and installed telemetry-related functionalities without their knowledge or intervention.

This prompted various efforts by users to develop similar scripts to automate the removals of such Windows updates. This resulted in a cat-and-mouse arm race that made Microsoft release yet more updates to reinstall removed telemetry collection functions. It finally stopped when Microsoft officially ended support for Windows 7 on January 14, 2020.

CHCl3 is one of the many user scripts that were developed to thwart Windows telemetry data collection. It was never intended for public distribution or use.

Honestly speaking, there are other well-tested popular alternatives which I highly recommend you to use if you are looking to debloat your Windows device. Examples are O&O ShutUp10++, Spybot Anti-Beacon, Tron script and Windows10Debloater.
