This is a known quirk. Since eBPF can only *process* packets, not sending them actively, there's no way of initiating TCP handshake actively (in eBPF) but to rely on underlying protocols' communication to exchange sequence numbers. Wireshark does recognize such as valid TCP handshake, but some firewalls might block this "unconventional" practice. I plan to implement proper, regular handshake in userspace using raw sockets, though.
