Update to Python 4.2 (mdn#123)

* Update TestViews - remove deprecation in assertFormError

* Minimal changes for 4.2 - inc use STORAGES

* Update requirements and fixup whitenoise link

* Add settings 4.2 for dj url:

* Change gunicorn to version that is supported on railway 21.2.0

* Update requirents for psycopg==3.1.9

* Reverd psycopg2 change

* Update requirements.txt
