A plan that is not updating (stale flag, failed refresh, or last fetched over an hour ago) is no longer hidden from the Overview strip and the menu-bar panel's AI plans section. It is shown greyed out (dim ring, name and text) with "as of 12:01" ("as of Tue 12:01" from an earlier day; Norwegian "per") in place of the pace line.
A plan is hidden only when it was never fetched or its last fetch is over 24 hours old. The menu-bar panel's frozen layout counts plans by the same rule, so its height stays right. The Agents page lists every plan, as before.
Verified: cargo test (English and TIDEGAUGE_TEST_LANG=nb, 411 passed), cargo build --release. Unit tests cover visibility and greying (fresh, stale but recent, over 24h, never fetched), the layout, and the "as of" text. Not run: GUI launch. Repo-wide fmt/clippy already fail on main; the new code is rustfmt-clean.
