Description
This PR adds a new Hiero CLI plugin that simplifies creating, monitoring, and managing Hedera Schedule Service workflows directly from the command line. It abstracts low-level schedule creation, signing, and execution tracking into a single ergonomic CLI flow, allowing developers to deterministically create scheduled transactions, inspect execution status, and retrieve results without custom scripts or backend services. The plugin reduces friction for on-chain automation use cases such as recurring payments, delayed execution, rewards, vesting flows, and testnet automation, while fully aligning with the existing Hiero CLI plugin architecture and UX conventions.
