This PR is a manual merge of PR 994, and incorporates the necessary changes, without removing the existing activity tracker components. The goal is to get this feature toggled so that we can use the old components in polling mode, and the new components in web socket mode.
The subsequent goal is to port the web socket code to use Azure Web pub sub
