Closing this PR since metrics do not reach statsd and graphite. Merging the newer fix with this PR will be a hell so I will create a new PR |

This PR contains the changes to give a new face to version of Grafana.
Updated the APT repo link (https://grafana.com/docs/grafana/latest/installation/debian/) and updated the baseimage to use ubuntu 18.04
