This syncs repository references from https://gitcode.com/cann/pto-isa to https://github.com/PTO-ISA/pto-isa for consistency with the PTO-ISA GitHub organization.

@zhoubot can we push a tag (like 8.5.0) on github as well ?

CI pinned CANN to version 8.5.0, but not it fails: https://github.com/huawei-csl/pto-kernels/actions/runs/22659896879/job/65716188958?pr=28#step:5:414

Edit: This tag https://gitcode.com/cann/pto-isa/tags/v8.5.0-beta.1 should be good for CI.

It would be great if we can pin a tag on upstream pto-isa github repository.
