- enforce kind -> type -> preset selection flow
- lock type/preset until parent selection is chosen
- fix system-kind selection flicker and state jumps
- wire forced vs selectable Formation/Policy mode behavior
- align preset naming/grouping with updated proposal tree
- add unit coverage for preset registry and wizard guardrails
