Use SAR and the sidecar API to get per-second CPU and network metrics.

benchmark_paxosin order to find where throughput saturates.Remove perf for now, since we do not know if our optimizations will depend on it, and it increase the binary size (and therefore upload/download time of experiments by ~5 minutes each way).
