Uses the manifest systemPrompt field (#154) to embed the user's home-directory steering files (~/INFINITY.md, ~/CLAUDE.md, ~/.kiro/steering/**, …) into the system prompt, each under its ~/ path. Project files stay on the list_steering/load_steering flow.

  • .json config (may hold secrets) and ~/.claude/skills/** (loaded on demand) are never embedded.
  • Files are embedded whole, top-level files first, within a 16 KiB budget; files that do not fit are listed for load_steering.
  • Rebuilt per manifest fetch, so edits apply to new sessions without a server restart.
  • list_steering's description and the default prompt say user-level files are usually already embedded, so agents do not load them twice.

Part 3 of the steering stack (on #154). Takes effect once both the daemon and the steering server run this stack.

Uses the manifest `systemPrompt` field: the toolset handler embeds the
user's home-directory steering files (`~/INFINITY.md`, `~/CLAUDE.md`,
`~/.kiro/steering/**`, ...), each under its `~/` path, rebuilt per
manifest fetch so new sessions pick up edits without a restart.

* Project steering files are not embedded and stay on the
  `list_steering`/`load_steering` flow.
* `.json` config (may hold secrets) and `~/.claude/skills/**` (loaded on
  demand) are never embedded.
* Files are embedded whole, top-level files first, within a 16 KiB
budget; files that do not fit are listed for `load_steering`.
* `list_steering`'s description and the default prompt now say
user-level files are usually already embedded, so agents do not load
  them twice.
* The project and home scans in `list_steering_files` share one helper,
  reused by the embedding.
