Add an Ibexa Cloud hub page

From my PoV, Ibexa Cloud lakes of visibility in the doc.
It should have, at least, its hub page.

We can start this hub with what we have.

Notes:

• Further development should be a product guide. [Edit: WIP IBX-8431: Ibexa Cloud Product Guide added in Developer Documentation #2418]
• The hub page could/should be used in Update "Deploy Ibexa DXP on Platform.sh" platformsh/platformsh-docs#4041

I like the idea of having Cloud exposed, I remember we've had this discussion. However, do we want to expose Cloud when we have no underlying content in this node, or should we wait until we have the feature guide ready?

On an almost unrelated note, while looking ath this page I saw a title "Ibexa Cloud and DDev". The article itself has focus on DDev an I think it should be renamed to "DDev and Ibexa Cloud projects".

I'am agree that the hub doesn't contain much, and lack a proper introduction. The best introduction would be the product guide. Can a richer and sufficient introduction paragraph be added to this hub in the meantime, or is it impossible to be satisfied until the guide itself is released?
