Add service techfab, along with a number of new lathe recipes to go with it

A rework of PR #883. Adds the service techfab, which can be used to produce a number of useful supplies for the service crew (primarily janitor, chef, bartender, and botanist). The machine board for it can be printed from the circuit imprinter on roundstart. Many of the recipes are newly added to the game with this PR or were currently in the game and were otherwise unused. Chief among one of the new recipes is cleanades, which can be crafted once science has researched the tier 2 technology Advanced Cleaning, can be crafted at a protolathe or service techfab, and cost 3 steel, 2 plastic, 1 glass, and 2 plasma to create.

this is a HUGE list but i really like a lot of the things you've added. cleanades as an unprioritised t2 research seems very fair too. shining spring user enrichment
