This allows crates that depend on sovereign-ibc, such as sov-rollup-starter and Hermes SDK, to more easily override the indirect dependencies by specifying their own
[patch.crates-io]section.This PR depends on informalsystems/basecoin-rs#175 to be merged first. Then the commit ID for
basecoinneeds to be updated before merging.
