Description

This PR exposes method for workspace to query all users proposals

Related Issue(s)

Resolves #3839

Description of Changes

  • New watchWorkspaceProposalsBrief which only returns proposals specific for workspace (local drafts included)
  • Merging local drafts and signed proposals in ProposalService.watchWorkspaceProposalsBrief
