• updates the PIPELINE_BACKEND_VERSION in the .env file to db16947.
• updates the pipelineBackend.image.tag in the helm chart values.yaml file to db16947.

Low Severity

An extra blank line was added in the openfga-createdb init container's args section. This change is unrelated to the PR's stated purpose of updating PIPELINE_BACKEND_VERSION and appears to be accidentally committed whitespace. While this won't cause runtime errors, it's extraneous to the version update commit.
