This PR adds the config from cgs-earth/template#10 which tracks a pre-commit config to make git history cleaner and run a variety of hooks more easily in CI.
Given this is a small repo and it more contained, assuming we want to try out pre-commit, it makes sense to test it out here first before another repo with more stakeholders. If we don't like pre-commit for any reason, then we can simply close this.
