Terraform - AKS Cluster

Provision RBAC enabled AKS cluster with ACR, vNet, Managed Identities and azure AD integration.

1. Remove depandancy of Azure Monitoring
2. Setup Monitoring with Prometheus
3. Istio and CertManager setup.
