Pull Request Overview
This PR adds an outbound connectivity diagnostic check to the diagnostic tab. The new check verifies that configured outbound sections (proxies, VPNs, etc.) are responding by measuring their latency through the Clash API.
Key changes:
- New diagnostic check for outbound sections with latency measurements
- Added type definitions for Clash API proxy and group latency responses
- Added "Not responding" error message to localization files
