Update Makefile for figures

PDF fallback: A conversion from SVG to PDF failed. This is probably because inkscape is not installed. While SVG is not supported by the major TeX engines, it is recommended to commit built PDFs to the VCS.

Oh, this error message is now a bit misleading. While installing inkscape would indeed help (with export SVNENGINE=inkscape), it is better to install rsvg-convert (package name librsvg2-bin in Debian and its ilk) -- that has a far smaller footprint.

but this was generated by the workflow on the git machine , not locally on my computer.
do I need to update my version of ivoatex for that?

Ah... That is somewhat odd, because the new workflows do pull in librsvg2-bin. But... Ah, I see the radio extension's workflows are somewhat out of date. From my local experiments (and given my determination to not dig into github worksflows), I think the following should fix things for you: make update # this pulls in the current ivoatex make update-ci update-ci will as a somewhat alarming question that you can confidently answer with yes (we're version controlled after all); then just follow the instructions Grégory is helpfully providing.
