Change the default value of enableChatAutocomplete from false to true in ChatTextArea.tsx. This enables prompt autocomplete by default for all users (new and existing) when the ghostServiceSettings.enableChatAutocomplete setting is not explicitly configured. Users can still disable this feature through the Ghost Service settings if desired.
