  1. build: Added options to compile with PIC and Flags for C++20 

    When the compiled library is meant to be used to build a shared library (.so) the code must be relocatable.
Added options: -DRESTC_CPP_USE_CPP17=ON -DRESTC_CPP_PIC=ON
