Learn about vigilant mode.

This adds a Solr rebuild to the build process. Solr fields and facets can be modified from within Drupal's admin UI. But once this happens, the configs need to be copied to the directory where solr stores its configs then Solr needs to reboot. This adds those steps to the build process.
