This path was not resolving correctly to the user's home directory.
Compress-Archive does not support tgz. The compressed artifacts were in fact still compressing to ZIP. Switched to using tar-explicitly since this is natively available in Windows. Also added cleanup logic to allow successive calls to publish.ps1 to work without needing to manually delete the artifacts folder.
