Having the Manifest checked in prevents CI from testing on an up-to-date ecosystem

Thanks for the suggestion. What makes me a bit reluctant to remove the Manifest though is that I found it pretty useful for reproducibility. Is there an alternative for reproducibility or is there a way we can have the CI testing on the latest ecosystem with a Manifest?

I'm not sure about the most convenient way to achieve that. Maybe one can have a Manifest.toml in some gitted folder and move it locally to the root folder when needed
