Modernize environment and testing

  • Drop the use of nosetests, use pytest
  • Move from travis to github actions
  • Use black to format code
  • Use tox to run tests and style checks
  • Promote to version 0.5.0 given all the other fixes we merged.
  • Drop explicit support for python 2.x
