In #524 I noticed that @consideRatio added a jupyterhub-bot as an owner (edit by erik: not owner, just maintainer to create tokens) on our PyPI package. This isn't documented anywhere in our team compass but seems pretty important. So this PR adds lightweight documentation about it and a new (and mostly empty) releases section.

This LGTM as it is and we can merge it right away I think.

We can also do more work and clarify that Me Min and Sarah has a 2FA "seed" of some kind that helps us all establish 2FA on the PyPI (and GitHub bot) account.

I went for a merge! I think its super good that there is a stub to build from as locating a place to document something within is often the hard part, thank you soo much @choldgraf for establishing this!!!
