turn on annotation mode, add readme for Google Script App

3. add a deploy_all.sh script that enables all the apis and deploys the script

I am unclear on what needs to be populated for the SHEET_ID variable.
There is Google Documentation on it:

Where do I find this SHEET_ID? The Clound Function leaves a set of of *.csv files inside the bucket.
If I import these into my Google Sheets, I get a Sheet ID but still the app doesn't work.
