This PR adds a crate
surge-aarch64which contains a is a translator of Intel SSE intrinsics to Arm NEON. These functions were ported from the SSE2Neon C package. It would probably be better to write a binding to SSE2Neon rather than port over missing functions but this was a PoC PR. I was able to getsurge-mathto compile successfully.Hopefully, we can discuss a path forward.
