In an attempt to clean up reporting and scheduling API's, I am rebuilding scheduler into a new app, 'sked'.
This initial set of code is mostly the outer interfaces. Permissioning, tests, creating of reporting records, and filtering to the appropriate organization are still things that need to come into existence.
