На ARC Red зависимости и инструменты используют постоянный каталог репозитория. Проверка политики запускается после checkout; кэши GitHub сохраняются для остальных runners.
Целевая проверка: строгий workflow cache contract на Red, YAML и статическая проверка изменённых скриптов. Полная сборка и публикация проверяются штатным обязательным CI.
