ci: trigger beta build on merged beta/ pull requests#64

Replaced the push-to-main trigger with a pull_request closed event so the beta workflow only runs when a PR from a beta/ branch is merged into main. Added an explicit job condition to guard against closed-but-not-merged PRs. workflow_dispatch is preserved for manual runs. Signed-off-by: Kevin Tijssen <kevin.tijssen@siderolabs.com>
