chore(test):Integration test for Scheduled/Recurring runs

Description of your changes:

• Resolves chore(<test>): Create an integration test for Scheduled/Recurring runs #11611
• Created python script to create recurring runs after every one minute
• Wait for 4 minutes and then check for number of runs succeeded runs
• Workflow to run this on github actions
