What would you like to be added (User Story)?

As an operator, I would like to use the infrastructure provider for Harvester (CAPHV), with clusterctl.

Detailed Description

Harvester is a cloud native HCI project based on Kubernetes, which helps operators easily manage their VMs on Bare Metal hardware in an API-driven way.
The Cluster API infrastructure provider for Harvester (CAPHV) with this GitHub repo would benefit from being integrated in the official clusterctl provider list.
