Add another option to disable allocating pod_cidrs

What this PR does / why we need it:
In our setup we want to stop the controller manager to allocate the pod cidrs. But We are not using calico. So an extra option is needed. The extra option is done in a way that nothing changes if you don't set it.

Does this PR introduce a user-facing change?:

With the flag `set_node_cidrs: false` you can now configure the controller manager to use the flag `--allocate-node-cidrs=false` directly. Previously this was only set when specific other options were set in kubespray.
