Issue:
The Edit credentials page of OpenStack provider may be closed automatically in seconds, especially when the provider status is not Ready, such as ConnectionFailed.

Fix:
don't change loadError to
nulland then to error again on each retry, wait for fetch to end, and set error accordingly once.
