This PR completes the migration of azure-* package to their dedicated repo: https://github.com/langchain-ai/langchain-azure-js.

It should be merged as the same time as its sister PR here: langchain-ai/langchain-azure-js#1

@hntrl Could you check that I didn't miss anything obvious in the migration? I updated the "workspace:*" refs and added turbo.json files. You can merge both PRs if it's good for you. Thank you!
