chore: group Dependabot dependency updates

Summary

• combine open Dependabot npm updates from PRs chore(deps): Bump @actions/github from 6.0.1 to 9.1.1 #16, chore(deps-dev): Bump typescript from 5.9.3 to 6.0.3 #17, chore(deps-dev): Bump ajv from 8.18.0 to 8.20.0 #18, chore(deps-dev): Bump @types/node from 20.19.39 to 25.6.0 #19, and chore(deps-dev): Bump @typescript-eslint/eslint-plugin from 8.58.2 to 8.59.1 #20
• add an npm Dependabot group so future package updates are opened together
• keep the existing GitHub Actions Dependabot group so workflow-action updates are opened together too
• exclude dist/ from CodeQL analysis
• rebuild dist for the @actions/github runtime dependency update
• add explicit Octokit throttling callback parameter types required after the dependency updates
