Since we are doing a bunch of optimizations here, this may be helpful to consolidate the testing infrastructure a bit.
I've done the basic skeleton for tests but I guess that we could add more assertions for those tests in the future.
For example I've added proptest for public key ssz but I can do the same for the secret key and signature as well in a followup PR.
