Overhaul the dev setup and packaging:

  • remove poetry
  • don't pin dependencies anymore
  • migrate to src layout
  • add tests for dooti.dooti
  • add nox sessions for building docs and running tests
  • add CI (pre-commit check, docs build, docs publish, package build, package publish)
  • publish docs to GitHub Pages
  • add towncrier changelog scaffolding
  • update pre-commit hooks + add new ones
