feat: enhance install-deps.sh with dev mode

This script now automatically installs ct(chart-testing) to satisfy its usage in the Makefile. Additionally:

• ​​Development Mode​​: Added --dev flag to install optional development tools
• ​​Help Documentation​​: Implemented --help/-h with comprehensive usage examples and tool descriptions
• When using --dev, the script installs: ​​chart-testing (ct)​​: Helm chart validation tool for testing chart configurations

​​This PR also incorporates improvements from​​:

• Enhance dependency installation script
• fix: Enable HTTP proxy support by removing sudo from curl commands in quickstart/install-deps.sh
