This PR...

changes smith version from 0.0.1 -> 0.1.0, which marks the beginning of proper semantic versioning
closely follows axom's workflow for project releases
related to Maintain SMITH_VERSION and create a changelog #1189
merges to main
to see from develop diff V0.1.0 rc from develop diff, do not merge #1591

After merging...

create v0.1.0 github tag
delete rc branch
merge main into develop Merge main (v0.1.0) into develop #1592
