Added the complete Setup functionalities

this includes

  • pulling latest java info from termui-
  • pulling latest mc vanilla version from centrojars
  • building the file tree
  • making empty config toml
  • building the toml based on latest vars
  • testing is done on above
  • testing REQUIRED for after write checks.
