Django tutorial changes

1.) Created a set of default django project files, which takes care of some of the more tedious settings.py tweaking (though students'll still do some of it themselves).
2.) Added migrations and South -- including a mock "spec change" where they have to edit the Poll model to have a new end_date field.
3.) Removed some database stuff.
4.) Various bugfixes and typos.
