This is a not-yet-working WIP that

1. Assumes Terraform Enterprise is orchestrating and providing input variables
2. vnets and subnets are already created, and their names are passed in as vars
3. Cluster instantiation stage done at TF level using the ARO resource provider on Azure.
4. Cluster configuration stage handled (optionally, controlled by a boolean var) by an ansible playbook and roles in the ansible folder of this repo, which will be run on Ansible Tower.
5. Cluster payload deployment stage will be similarly handled by an ansible playbook, controlled similarly and also done from Tower.
