Separated two TQC-related patterns.
The old one is now in folder patterns/qualities of TQC vs Anchor (base), and it checks if anchor and its TQCs have different quality types, including taxonomy consideration. It is for advanced users of TQCs
The new one is in folder patterns/change of qualities with TQCs, and it checks if the values of TQCs' qualities have changed; otherwise, a violation occurs.
