adds token approximations using tokenizers for cancelled requests - #9238
Streams that are cancelled or time out now get usage estimated from the output already received. Previously, most providers only report usage in a terminal event, so an early client disconnect left no output tokens and no cost. Anthropic's initial message_start output count was also treated as authoritative even though it is only a provisional cursor.
The estimate is attached to the error's billed usage before logging, governance, and telemetry hooks run, so every consumer sees the same numbers. It covers chat completion, text completion, and Responses streams.
Changes
New core/streamusage package
A Manager and per-attempt Stream observe chunks, capture output, and settle usage when a cancellation or timeout error arrives. Entries are removed by the existing once-only stream finalizer, and retries get a fresh entry.
Tokenization happens only on interruption, never per successful chunk.
Text, tool-call arguments (serialized in LiteLLM's field order), and received reasoning text are counted. Prompt tokens are estimated from request messages and tool arguments.
A cancellation before any output arrives is not estimated as spend.
Provider-reported usage is preserved. When a provider reports only some fields, only the missing ones are estimated.
Estimated usage carries usage.estimation provenance (which fields were estimated, tokenizer name, reference commit) on both BifrostLLMUsage and ResponsesResponseUsage.
Anthropic handling
Both the chat and Responses stream handlers count provider usage events through the new BifrostContextKeyStreamUsageUpdates key.
If a stream is cancelled with only the provisional message_start count and no finish or later usage event, the output count is re-estimated.
Tokenizers
By default the bundled tiktoken encodings are used, with no downloads: o200k_base for recognized newer OpenAI models and cl100k_base otherwise, including Cohere and unknown models.
Optional anthropic, deepseek, llama2, and llama3 tokenizers use daulet/tokenizers and require CGO.
Vocabularies come from pinned manifest URLs, are SHA-256 verified, and are cached under the OS user cache dir.
Download or initialization failure falls back to the generic encoding.
Downloads happen only for explicitly selected families when settings are applied.
Counting follows a pinned LiteLLM reference commit: 1024-codepoint segments, bounded sampling above 4M codepoints, and last-positive-count usage semantics. A Python-generated fixture set checks parity.
CGO-free builds always use the tiktoken fallback.
Accumulator reuse
When a tracer is present, the tracing accumulator is reused (BeginUsageAccumulation, CaptureUsageChunk, EndUsageAccumulation) instead of duplicating buffered content.
A new HasUsageChunk check avoids double-accumulating chunks that a plugin already processed.
Without a tracer, a bounded fallback buffer is used and released on Close.
Configuration
New stream_usage_estimation client setting (enabled defaults to true, plus a tokenizers list). If only tokenizers is supplied, enabled stays true.
BifrostConfig.StreamUsageEstimation is applied on Init and on ReloadConfig. Settings are copied into an immutable policy for newly opened streams.
The setting is persisted through a new stream_usage_estimation_json column with an idempotent migration, and is included in the client config hash only when present.
The config handler rejects unknown tokenizer names with a 400.
JSON schema, UI types, and the Zod schema were updated.
Client Settings gets an estimation toggle and a toggle per specialized tokenizer.
Logging plugin: when billed usage is an estimate, it replaces the entry's token usage and cost, so cancelled-stream cost is recorded even when partial usage was already present.
Build and CI
scripts/setup-tokenizers.sh installs the pinned, checksum-verified static libtokenizers for linux (glibc and musl) and darwin.
The Makefile (dev, build, test-core), the core test workflow, setup-go-workspace.sh, and the three transport Dockerfiles now run it and set CGO_LDFLAGS. The Dockerfiles also gain g++ and curl.
Tests
Go tests cover reconciliation cases, chunk-boundary independence, reasoning and tool counting, multi-choice handling, Anthropic cancellation for chat and Responses, the disabled and default configs, tracer accumulator reuse, the download-only-when-selected policy, and the config round trip and migration.
The e2e stream-cancellation runner now cancels after 128 generated characters. It requires input, output, and cost usage for every provider (the check can be disabled with --expect-estimation=false), rejects stale Anthropic counts, and adds Responses and native Anthropic cases.
Postman successful-stream controls verify that completed streams carry no estimation field.
Trade-offs
Generic tokenization can differ from a provider's real tokenizer, so estimated counts and costs can be higher or lower than actual usage.
Hidden reasoning and unreceived output cannot be estimated. Missing prompt usage for image or audio inputs is left unknown rather than given a text-only estimate.
Disabling a tokenizer stops its selection for new streams, but already loaded vocabularies stay until restart. A failed initialization uses the generic fallback until restart.

Expected outcomes:
A cancelled stream with the default config logs non-zero prompt, completion, and total tokens plus cost, and usage.estimation is set.
With stream_usage_estimation.enabled: false, no estimation is attached.
A completed stream returns provider usage unchanged, with no estimation field.
Anthropic streams cancelled after substantial output report more than the provisional message_start output count.
Selecting a specialized tokenizer downloads only that vocabulary when settings are applied. A failed download falls back to cl100k_base.
New configuration:
Client config: stream_usage_estimation: { "enabled": true, "tokenizers": [] }. Allowed tokenizers are anthropic, deepseek, llama2, and llama3.
BIFROST_TOKENIZER_CACHE overrides the vocabulary cache directory.
BIFROST_TOKENIZER_OFFLINE=1 allows only cached vocabularies.
BIFROST_TOKENIZERS_MUSL=1 forces the musl native library in setup-tokenizers.sh.
TOKENIZERS_DIR overrides the Makefile install location for the native library.
Screenshots/Recordings
UI change: Client Settings gains an "Estimate cancelled stream usage" switch, plus per-tokenizer switches (anthropic, deepseek, llama2, llama3) that show when estimation is enabled. Screenshots to be added.

Behavior and build notes:
Estimation is on by default, so cancelled and timed-out streams will now record estimated usage and cost where previously they could record none.
CGO builds need libtokenizers, which make setup-tokenizers installs. Otherwise, build with CGO_ENABLED=0 to use the tiktoken fallback.

Security considerations
Tokenizer downloads use only fixed URLs and revisions from the embedded manifest. Model names and request data never become fetch URLs.
Each download is SHA-256 verified, size-limited to 64 MiB, written atomically to a user-only cache directory, and re-validated on cache reads.
Cancelled or timed-out streams can include estimated prompt and completion usage when provider counts are unavailable and streamed content was accumulated.
Usage estimates identify which counts were estimated and the tokenizer used.
Estimates are available for chat completions, text completions, and Responses streams.
Bug Fixes
Billing and cost records reflect estimated usage when existing values need updating.
Completed streams retain provider-reported usage instead of receiving an estimate.
Documentation
Added guidance on usage estimates, supported stream types, tokenizer selection, and estimation limitations.
The PR estimates missing token usage for eligible cancelled or timed-out streams when accumulated output is available. It adds tokenizer selection, estimation metadata, Anthropic usage-event tracking, billing updates, and regression coverage.
Changes: Stream Usage Estimation
Layer / File(s)
Summary
Usage metadata and tokenizer support core/schemas/*, core/streamusage/*, core/go.mod
Usage structures now include optional estimation metadata. The streamusage package selects tokenizers by model and counts prompt and response content. Embedded vocabularies, model data, dependencies, fixtures, and tests support token counting.
For eligible stream errors, estimation uses the request and accumulated response to count prompt and completion tokens. Tests cover usage sources, output types, tokenizer selection, and unsupported inputs.
Stream accounting and billing core/bifrost.go, core/providers/anthropic/anthropic.go, plugins/logging/main.go, core/failureclassrotation_test.go, framework/tracing/tracer_test.go, docs/features/observability/default.mdx
Streaming attempts retain request snapshots and clear prior usage-update state. Anthropic streams track usage-event counts. Usage conversions preserve estimation metadata, and logging updates token usage and cost when usage was estimated. Tests and documentation cover the behavior.
The cancellation runner adds Responses and native Anthropic cases, waits for generated output before aborting, and validates billed usage. The provider harness adds completed-stream controls that check provider-reported usage without estimation.
The identified build and billing failures are not present in the current code. Some cancellation tests may miss incomplete Anthropic usage, and the documentation may misdescribe prompt estimates; these are bounded follow-ups rather than demonstrated production failures.

152-152: Trivial · Stability & Availability
A failed native tokenizer load is cached for the process lifetime.
e.once.Do stores the loadNativeCounter error in counterEntry.err. Nothing resets the entry. If the download fails at Init (network blip, proxy, rate limit), a later ReloadConfig or UpdateStreamUsageEstimation calls Warm again. Warm does not retry, so the selected tokenizer stays on the cl100k_base fallback until restart. The only signal is Estimation.Tokenizer in the usage record.
Warm also runs synchronously from Bifrost.Init and ReloadConfig. A slow download therefore blocks startup and config reload for up to the 10 s client timeout.
Consider these changes:
Do not cache download or network errors in counterEntry. Cache only permanent errors such as checksum mismatch or an unknown kind. Retry with backoff.
Log a warning when a requested tokenizer falls back.
Run Warm in the background, or document that it blocks.

Custom tool history goes uncounted
promptCount loses custom tool history when it calls ToChatRequest. That conversion does not copy custom_tool_call.input or custom_tool_call_output.output into chat messages. A cancelled Responses request with earlier custom tool calls therefore omits those inputs and results from its prompt estimate, understating cost and budget use.
Count these items from the original Responses input.

Cached input tokens disappear
The idle-timeout path reads Anthropic's usage handle before cached input tokens have been added to PromptTokens. Both Anthropic handlers add those tokens only when the request context ends or the normal stream-end path runs. An idle timeout does neither.
When Estimate replaces the provisional completion count, it copies the incomplete prompt count and records too few input and total tokens. Normalize a copy of the Anthropic usage before using it here.

Overview
Streams that are cancelled or time out now get usage estimated from the output already received. Previously, most providers only report usage in a terminal event, so an early client disconnect left no output tokens and no cost. Anthropic's initial
message_startoutput count was also treated as authoritative even though it is only a provisional cursor. The estimate is attached to the error's billed usage before logging, governance, and telemetry hooks run, so every consumer sees the same numbers. It covers chat completion, text completion, and Responses streams.
