[Medium impact] The PR reaches Warp topic answers and CI test and package setup. Fix the topic answer size check before merging; the test gap is a separate non-blocking improvement. FindingsDiagram%%{init: {'theme': 'neutral'}}%%

Shortened answers still get discarded
fitTopicResult checks the size before adding trimmed. If removing a row leaves the answer just under 16,384 bytes, the notice pushes it over again. boundToolResult then discards the entire answer, so Warp still retries the lookup this change aims to avoid.
Update returned and include the notice before the final size check. Add a test that lands near the byte limit.

The relaxed topics-people case accepts a user count from query_usage_by, but never checks for dimension: "user" and a nonempty topic_ids filter. A deployment-wide ranking can pass while the answer presents it as the largest topic's user count.
Check those arguments whenever this case calls query_usage_by, while keeping the decline-only answer valid. Add negative tests for missing or wrong arguments and regenerate the collection.
