This PR updates and corrects version values for Chromium (Chrome, Opera, Samsung Internet, WebView Android) for the checkmark CSS selector. The data comes from the mdn-bcd-collector project (v10.14.0).

Same as #27546 (review).

We don't really know if this feature is enabled for all Chrome 133 users.

The ::checkmark and ::picker-icon CSS pseudo elements are part of the Customizable Select feature, which were only enabled by default in Chrome 135 via chromium/chromium@425a3d1.

The passing collector tests suggest that these CSS pseudo elements were already implemented in Chrome 133, and not gated by this flag.
