This adds IL_917 - 917.3 - 919.9 MHz, <25 mW erp, 1% duty cycle, 200 kHz spacing, 125 kHz bandwidth

Probably not going to add any 1% duty cycle regions. This makes meshtastic pretty much unusable.

have to agree with Ben here, even the 10% regions have limitations. Maybe there's a chance to open a dialogue with the regulators?
